On 19 October 2026, a delegation from Ras Al Khaimah, United Arab Emirates, visited Shenzhen Urban Transport Planning Center Co., Ltd. (SUTPC) in Shenzhen, China. During the visit, SUTPC and Ras Al Khaimah Transport Authority (RAKTA) signed a Memorandum of Understanding (MoU) on strategic cooperation in smart transportation and the low-altitude economy.
The signing ceremony was witnessed by His Highness Sheikh Saud bin Saqr Al Qasimi, UAE Supreme Council Member and Ruler of Ras Al Khaimah. Mr. LI Muping, General Manager of SUTPC, and Eng. Esmaeel Hasan Al Blooshi, Director General of RAKTA, signed the MoU on behalf of their respective organisations. Also in attendance were H.E. Mohamed Omran Alshamsi, Special Advisor to H.H. Sheikh Saud bin Saqr Al Qasimi; H.E. Khaled Rashed Alshehhi, Secretary General of the Executive Council, Government of Ras Al Khaimah; Mr. SHAO Yuan, Deputy General Manager of SUTPC; Mr. QIU Jiandong, Product Director of SUTPC; Dr. LI Xucheng, Deputy General Manager of SUTPC International; and heads of relevant departments.
Under the MoU, the two parties will cooperate in intelligent transportation, public transport, low-altitude mobility and artificial intelligence applications, and explore opportunities to implement relevant technologies and solutions in Ras Al Khaimah in line with the Emirate’s development priorities.
Ras Al Khaimah is one of the seven emirates of the United Arab Emirates and the fourth-largest emirate by area, covering approximately 1,684 square kilometres. With a diversified economy and a strong industrial base, the Emirate continues to advance economic diversification and develop an integrated, data-driven modern transport system.
The partnership between SUTPC and RAKTA builds on a broader foundation of cooperation between Ras Al Khaimah and China. In November 2024, the Government of Ras Al Khaimah and the People’s Government of Guangdong Province signed a Memorandum of Understanding. The latest agreement further advances the cooperation framework established between Ras Al Khaimah and the Shenzhen Municipal Transport Bureau in smart mobility, public transport and the low-altitude economy, an emerging sector encompassing commercial, industrial and public-service activities conducted in low-altitude airspace.
During the discussions, SUTPC presented its full-scenario smart transportation solutions built on TransPaaS, its next-generation intelligent transportation operating system. These solutions cover autonomous-driving management, low-altitude unmanned aerial vehicle (UAV) regulation, transport-energy coordination and applications of large artificial intelligence models. Through a platform-based, scenario-focused approach, SUTPC translates data insights into practical operational solutions. The two parties will explore the local application of relevant technologies and solutions based on Ras Al Khaimah’s urban development and transport needs.

The parties will deepen cooperation in transport operations command and control, digital twins, public transport optimisation, low-altitude mobility planning and the integration of autonomous mobility services. Together, they will explore the development of an integrated smart transportation solution connecting ground transport and low-altitude mobility, supporting the continued advancement of Ras Al Khaimah’s transport governance towards greater integration, digitalisation and intelligence.
In recent years, SUTPC has accelerated its international expansion, establishing a global business network anchored in Hong Kong, Singapore and the UAE, with operations and partnerships extending across Southeast Asia, the Middle East and Central Asia.
As a next step, SUTPC will conduct site visits and needs assessments in Ras Al Khaimah, prepare a diagnostic report and work with RAKTA to advance the cooperation framework towards specific projects.
