On August 25, the 16th Meeting of the Guangdong-Singapore Cooperation Council was held in Singapore. As a key platform for deepening bilateral cooperation between Guangdong and Singapore, multiple cooperation outcomes in digital economy, artificial intelligence and other fields were unveiled at the meeting. Cooperation projects between Shenzhen Urban Transport Planning Center (hereinafter referred to as SUTPC) and Singapore’s universities as well as technology enterprises were showcased as representative achievements. Meng Fanli, Deputy Secretary of the Guangdong Provincial Party Committee, Governor of Guangdong Province and Co-Chair of the Council for the Guangdong side; Ong Ye Kung, Singapore’s Minister-in-Charge of Social Policies and Minister for Health, Co-Chair of the Council for the Singapore side; Cao Zhongming, Chinese Ambassador to Singapore; and Dai Jintao, Member of the Party Leadership Group and Vice Mayor of the Shenzhen Municipal People’s Government, attended and witnessed the event. Qiu Jiandong, Product Director of SUTPC and General Manager of CTS International, took part in the event and joined the AI-themed round-table discussion.
Multiple Cooperation Outcomes of SUTPC Unveiled under the Witness of Governor Meng Fanli and Minister Ong Ye Kung
SUTPC has built solid foundations for its cooperation with Singapore. In August 2025, the TransPaaS Platform of SUTPC was launched for trial operation at Singapore’s Land Transport Authority (LTA). In March 2026, the Singapore subsidiary of CTS International was officially inaugurated. It has successively won bids for projects including the Road Safety Management System and procurement of transport planning software issued by the Land Transport Authority. Among them, the Road Safety Management System is jointly implemented by SUTPC and Nanyang Technological University (NTU). The delivery of these projects provides strong support for traffic data governance and intelligent decision-making in Singapore.
During this event, a host of SUTPC cooperation outcomes were presented, and a strategic cooperation agreement with NCS Singapore was signed. The AI-driven road-safety research collaboration with Nanyang Technological University leverages multi-source traffic data, artificial intelligence, traffic simulation and other technologies to explore a governance paradigm shifting from post-accident analysis to proactive risk prevention. The strategic partnership with NCS Singapore combines SUTPC’s expertise in urban traffic governance and digital twins with NCS Singapore’s strengths in government digitalization and system integration, to jointly advance the localized application of AI technologies in Singapore’s smart transportation and urban governance.
On the same day, as a Guangdong-side enterprise representative, Qiu Jiandong participated in the round-table forum and exchanged views with delegates from NCS Singapore and other enterprises under the theme “AI-led Industrial Development, Digital-intelligence Lighting up a Better Life”. He shared that the true value of AI in urban governance lies in transforming governance from reactive post-incident response toward early perception and trend prediction. This vision is highly aligned with the strategic direction of deepening Guangdong-Singapore cooperation in artificial intelligence.
SUTPC Attends Round-table Forum as Guangdong-side Representative and Exchanges with Enterprises including NCS Singapore
SUTPC focuses on four major business tracks: intelligent transportation three-dimensional network, urban governance & operation, smart hubs & public buildings, and data & intelligent computing services. It devotes major efforts to self-developed products including the TransPaaS Platform, vertical-domain traffic large-model, unmanned algorithms & equipment, and HongOS-powered edge devices, delivering AI-centered holistic solutions for cities and transportation. Looking ahead, taking its Singapore subsidiary as the bridgehead, SUTPC will further implement its “Technology-driven, Platform-based, International-oriented” strategy. Building upon the TransPaaS Platform, it will further integrate traffic modelling, digital twin and agent capabilities to explore a full-loop governance covering perception, prediction and decision-making, and contribute China-developed AI-powered wisdom and solutions for safe, efficient and sustainable urban transport across the globe.
