On 15 April 2026, Shenzhen Urban Transport Planning Center Co., Ltd. (hereinafter referred to as "SUTPC") and Alatau Advanced Aviation Group (AAAG) formally signed a cooperation contract on low‑altitude economy projects, witnessed by the Deputy Mayor of Almaty, Kazakhstan. This collaboration marks not only SUTPC’s breakthrough in the Central Asian market for its low‑altitude economy business, but also the first officially implemented low‑altitude economy project in Almaty. The two parties will jointly embark on new practices for low‑altitude industry development in the region.

This is another overseas milestone for SUTPC, following its recent consecutive wins of two major smart transportation projects in Singapore—the Road Safety Management System and the Traffic Planning Software Procurement and Prototype Development Support Services. The two sides will conduct in‑depth cooperation in areas such as low‑altitude airspace management, drone logistics delivery, and urban air mobility, jointly building demonstration application scenarios for the low‑altitude economy in Central Asia and driving the full‑chain export of Shenzhen’s low‑altitude industry.

The cooperative foundation between SUTPC and Almaty has been steadily strengthened. In April 2024, a delegation from Almaty visited Shenzhen to gain first‑hand insight into SUTPC’s innovations in digital twins and transportation operating systems. In October of the same year, the SUTPC team visited Almaty to study local traffic conditions. In February 2025, SUTPC signed a cooperation agreement with the city of Almaty. In July, at the Shanghai Cooperation Organization Digital Economy Forum, SUTPC formally signed a project cooperation agreement with the Almaty Development Center and the Almaty Digitalization Department for the Almaty Digital Twin Platform project. Through multiple online and offline exchanges, the two sides have reached broad consensus, laying a solid foundation for the signing of this project.

From Shenzhen to Almaty, Shenzhen’s state‑owned enterprises have coordinated and collaborated to deliver comprehensive solutions covering smart cities, intelligent transportation, modern logistics, and integrated energy. Looking ahead, SUTPC will continue to leverage its self‑developed technologies to deepen its presence in the Central Asian market, enabling the “Shenzhen Solution” to take root and flourish along the “Digital Silk Road”.
