SUTPC Deploys Middle East's First Autonomous Driving Regulatory Platform, Marking a Breakthrough from Technology Export to System Empowerment

ABU DHHABI – Recently, during the DRIFTx Summit at the Abu Dhabi Autonomous Mobility Week, the Abu Dhabi Autonomous Vehicle Integrated Traffic Operations and Management System (AViTOMS), constructed by Shenzhen Urban Transport Planning Center Co., Ltd. (SUTPC), was officially launched and commenced operations. As the Middle East's first centralized digital regulatory system for autonomous driving, this platform signifies the successful implementation of Chinese intelligent transportation technology and standards in the Middle Eastern market, representing a major breakthrough from technology export to comprehensive system empowerment.


The platform's launch ceremony was attended by the Undersecretary of the Abu Dhabi Municipalities and Transport Department and the Director General of the Integrated Transport Centre. AViTOMS is now available for use on the Abu Dhabi Department of Transport website, serving as key infrastructure for advancing the emirate's "Autonomous Mobility 2040 Strategy," which aims for over 25% of trips to be completed by fully autonomous vehicles.

AViTOMS establishes an integrated portal for managing the autonomous driving ecosystem, providing digital regulatory services covering the entire process from vehicle testing to commercial operation for government, businesses, and the public. The platform integrates core functions such as online applications, workflow management, real-time vehicle tracking, and interactive maps. It supports testing for various vehicle types including Robotaxis, buses, trucks, street sweepers, and delivery vehicles, offering customized testing procedures for each. Through standardized and automated processes, the platform significantly reduces testing application cycles, enhances regulatory efficiency, and promotes the compliant, safe, and scaled development of autonomous driving locally.


In Abu Dhabi's intelligent transportation system transformation, SUTPC not only provided the autonomous driving regulatory platform technology but also contributed its systematic top-level design capabilities, offering full-chain support spanning high-level regulations, digital platforms, infrastructure, and scenario operations. This holistic approach helps form an integrated implementation pathway. SUTPC successfully delivered the project in partnership with GST, marking a significant milestone in SUTPC's technology globalization efforts. This achievement not only demonstrates China's advanced experience in the intelligent connected vehicle (ICV) and autonomous driving regulatory fields but also signifies international market recognition for Chinese intelligent transportation standards and solutions.

During the summit, SUTPC also supported the Abu Dhabi Integrated Transport Centre in successfully hosting a low-altitude economy workshop, systematically sharing Shenzhen's policy and technological frameworks, which garnered widespread attention and positive feedback. SUTPC's support in helping Abu Dhabi introduce local drone regulations and a new-generation air traffic management platform marks a significant step forward in its low-altitude governance, establishing a systematic pathway from legislation to application scenarios. Moving forward, SUTPC will continue to empower Abu Dhabi in becoming a regional demonstration city for the low-altitude economy, adding new momentum for the global expansion of Chinese technology in the field of intelligent governance.
